### Summary

### Responsibilities
* Manages projects or multi-objective investigation activities culminating in construction completion, a study report, or environmental compliance documents.
* Organizes and leads interdisciplinary teams, committees, and stakeholder groups to coordinate progress and project completion.
* Manages project scope, budget, and schedule throughout project life-cycle.
* Prepares clear, concise narrative papers, technical appendices, and supporting data.
* Designs, conducts, and attends public meetings; acts as liaison within Reclamation, at the Regional, Area Office, and Field Office level.
* Collaborates with officials of cooperating agencies and study partners and provides advice to Federal and State agencies, Tribes, organizations, and the public.

### Qualifications
*Specialized Experience Requirements:*
In order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.
To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to at least the GS-11 in Federal service. Specialized experience at this level is defined as: participating or co-leading teams with primary responsibility of coordinating efforts related to engineering and/or construction activities or multi-objective investigations. Experience should include completion of tasks or activities during each of the project management processes or phases, through the project life-cycle (i.e. from starting the project through closeout). Project experience should involve multi-disciplinary teams with more than four disciplines such as engineering design, acquisitions, geology, construction management, geomorphology, fisheries biology, wildlife biology, ecology, hydrology, economics, agricultural engineer, recreation, land resources, archeology, and sociology. Demonstrated experience should include management of scope, schedule, and budget for the task or activity in the overall project.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
Human Resources (HR) will review resumes and transcripts, if applicable, to ensure applicants meet the basic qualification requirements. **KSA 1:** Knowledge of project management principles to schedule and manage construction, technical projects, and multi-objective investigation activities.
**KSA 2:** Knowledge of standards, policies, and guidelines and local, state, and national codes and standards as related to engineering and construction activities and multi-objectives investigations.
**KSA 3:** Ability to lead multi-disciplinary teams for projects and investigation activities.
**KSA 4:** Skill in communication techniques to direct and coordinate projects and investigation activities.
